Joining the Biergerpakt
Who can join the Biergerpakt?
Any person aged 18 or over who resides or works in Luxembourg may join the Biergerpakt.
How can I register for the Biergerpakt?
Registration is carried out via a procedure on myguichet.lu. After registering, you will receive an automatic notification from myguichet.
You can then check out our catalogue and subscribe to any activity.
I am a cross-border worker. Can I register for the Biergerpakt?
Yes
Provided that you can present a certificate of affiliation from the Centre commun de la sécurité sociale (CCSS) dated less than three months ago. This certificate must be uploaded during registration on myguichet.lu.
I am an applicant for international protection. Can I also register for the Biergerpakt?
Yes
For applicants for international protection (AIP) who do not yet have a LuxTrust certificate, a manual registration can be carried out upon request by a Biergerpakt staff member.
Information to provide:
- Full name
- Email address
- Social security number
- Preferred language for correspondence
Does the Biergerpakt have a fixed duration?
No
It has no fixed duration. However, your file is automatically closed if you do not participate in any activity for two years.
Will I receive a certificate after participating in an activity?
Yes
After each participation, an updated overview is available in your myguichet.lu space.
Can children also participate in Biergerpakt activities?
Unfortunately not
In accordance with the law of 23 August 2023 relating to intercultural living together, the Biergerpakt is intended for residents and cross-border workers aged 18 and over. Consequently, Biergerpakt activities are not open to minors.
The children of members are not allowed to participate in the activities, except when these are specifically designed for families with children and clearly labelled as such.
The Biergerpakt and the process of applying for Luxembourgish citizenship
Do I have to participate in the Biergerpakt to apply for Luxembourg nationality?
Non
Participating in the Biergerpakt is not a mandatory step in applying for nationality by option. However, it offers an advantage:
If you have taken part in the Orientation Day, the course “Discover the Grand Duchy of Luxembourg,” and have obtained an A1.1.-level certificate in one of the three official languages, you will receive a certificate. When you submit your nationality application, the Biergerpakt certificate entitles you to a fast-track procedure.
Does the validation of the ‘language module’ and the final certificate of the ‘introductory modules’ exempt me from the language tests required to obtain nationality?
Do I have to use the Biergerpakt language-learning platform for my “language module” to be recognised?
No
However, it is important that the learning activity took place during the Biergerpakt membership period.
What is the link between the “Discovering the Grand Duchy of Luxembourg” course of the Biergerpakt and the course “Living Together in the Grand Duchy of Luxembourg” in the context of Luxembourg nationality?
These are two different courses.
Applicants for Luxembourg nationality must take the “Living Together” course, even if they have completed the “Discover Luxembourg” course. However, it is possible to obtain an exemption from Module 3 of the “Living Together” course if you have taken the Biergerpakt “Discovering the Grand Duchy of Luxembourg” course.
There is an interconnection between the two courses as follows:
- When registering for the “Living Together” course, it is possible to upload the “Discover Luxembourg” certificate.
- If you have taken the “Living Together” course, you may obtain an exemption from the Biergerpakt “Discover Luxembourg” course by sending us your request via the contact form
The “Discover the Grand Duchy of Luxembourg” course
I was unable to attend the second or third session of the course. Can I register for just that session in another course?
Participation in all sessions of the same course is mandatory. In rare cases, and upon presentation of a justification (medical certificate, work-related impediment, etc.), an exception may be granted.
I did not receive the Webex access link for my online course. What should I do?
The link can be found in the confirmation email you receive two or three days before the start of the course. Please also check your spam folder. If you cannot find it, send us your request via the contact form.
What is the link between the course “Discovering the Grand Duchy of Luxembourg” and the course “Vivre ensemble” from the Ministry of Justice?
These are two different courses.
Applicants for Luxembourgish nationality are required to attend the “Vivre ensemble” course, even if they have already taken the “Discovering the Grand Duchy of Luxembourg” course.
However, there is a connection between the two courses as follows:
- If you take the “Discovering the Grand Duchy of Luxembourg” course as part of the Biergerpakt, you can obtain an exemption from Module 3 of the “Vivre ensemble” course.
- If you have already taken the “Vivre ensemble” course, you can obtain an exemption from the “Discovering the Grand Duchy of Luxembourg” course. You simply need to send us your certificate via the contact form.
The Biergerpakt and other instruments of Living Together
What is the legal basis of the Biergerpakt?
The Biergerpakt is based on the Law of 23 August 2023 on intercultural living together, which entered into force on 1 January 2024.
This law defines intercultural living together as a participatory, dynamic and continuous process that enables every person living or working in Luxembourg to live, work and decide together.
Intercultural living together is based on mutual respect, tolerance, solidarity, social cohesion and commitment against racism and all forms of discrimination. It establishes diversity as a source of richness and strength for the development of an intercultural society (Article 1 of the Law of 23 August 2023 on intercultural living together).
Are the Gemengepakt and the Biergerpakt the same?
No
The Gemengepakt is signed by a municipality. Through this process, a municipality commits to intercultural coexistence. The Gemengepakt is structured in thematic cycles, each of which takes place in several stages
My municipality has signed the Gemengepakt – does that mean I am automatically a member of the Biergerpakt?
No
Even if your municipality has signed the Gemengepakt, you are not automatically a member of the Biergerpakt. Joining the Biergerpakt is a personal step that each citizen must take individually. However, municipalities receive a subsidy for each resident or worker who has joined the Biergerpakt.
